Course Description: Resilience Training (RT) teaches students 14 distinct skills that allow them to develop themselves and others in the six RT competency areas: Self-Awareness, Self-Regulation, Optimism, Mental Agility, Strengths of Character, and Connection. With these skills, students develop the ability to understand their own thoughts, emotions, and behaviors, as well as the thoughts, emotions, and behaviors of others. Students master skills to to use during high and low stress situations to strengthen relationships through communication strategies and learn how to praise effectively, respond constructively to positive experiences, as well as discuss and manage stressful activating events effectively.

Course Description: The Narcotics Investigator School is a two-week course (80 hours) that follows a 4-day, 10-hour work schedule.

The training covers all aspects of narcotic investigations and has a heavy emphasis on undercover operations. The training consists of both classroom lecture and hands-on practical applications to include live fire tactical training. Training topics include tactical operational planning, courtroom testimony for narcotic investigations, surveillance techniques, undercover narcotic buys, confidential source management, mechanical breaching, agent rescue, interdiction operations, and home invasion investigations.

Dress Code: Comfortable clothing suitable for classroom, defensive tactics, firearms, and scenario training. No Uniforms/Shorts/Flip-flops

Course Description: This innovative training, combining online and in-person components, offers prevention practitioners a comprehensive introduction to the substance misuse prevention field. Grounded in current research and SAMHSA’s Strategic Prevention Framework, the SAPST is designed to help practitioners develop the knowledge and skills needed to implement effective, data-driven prevention that reduces behavioral health disparities and improves wellness. It is appropriate for entry-level prevention practitioners, prevention practitioners with 2-5 years of experience as well as professionals working in related fields.

The SAPST consists of a five-hour, self-paced online module, followed by a four-day/32-hour interactive, in-person training.

Course Description: This course will give you the tools to get to the Truth quicker. You will be able to laser focus your investigations and come to a quicker case resolve. You will recognize information in the words people use, that you have previously been missing! This course is also the foundation for a successful Analytical Interview; removing the guess work from the interview and recognizing if and how deception is present. Using the subject’s own words, you will be able to laser focus you interview questions, obtain more information, and more confessions. Learn the psychological and linguistic principles behind the subject’s chosen words. Taught how to obtain a “pure,” uncontaminated statement.

Students will be introduced to the principles of psycho-linguistic profiling, learned in advanced analysis. The profile is invaluable for all investigators and gives them a distinct edge during the interview.

Course Description: The Advanced Drug Investigation Course will provide instruction on the use of advanced strategies, skills and techniques that will assist in developing effective long-term conspiracy level investigations. Upon completion of this course the student will be able to better identify and achieve goals of advanced drug investigations utilizing complex and analytical investigative techniques. This five-day course is aimed at experienced officers who currently are involved in the investigation of drug offenses. The course content will cover the following subjects: Intelligence directed investigations, analytical case support, financial investigation and money laundering, advanced U/C operations, developing the conspiracy case, managing complex long-term investigations, open-source research and intelligence analysis and power point for narcotics investigations. Course Description: The Street Development class takes law enforcement officers through the many facets of narcotics, from cultivation or manufacturing, transportation and distribution, paraphernalia associated with the packaging, sales, and use, to signs and symptoms of influence. Students will learn to recognize aspects of narcotics enabling them to articulate reasonable suspicion. They will understand how to develop probable cause arrests and write proper reports. Participants will have an opportunity to have “hands-on” experience, manipulating paraphernalia, preparing methods of ingestions for multiple drugs, and examining authentic items of narcotic users and sellers. Topics to be discussed include marijuana in its various forms, opiates (heroin, fentanyl, pharmaceuticals), methamphetamine, cocaine, ecstasy, synthetic substances, and other substances of abuse. Officers will leave the class feeling empowered to recognize, articulate and confident to make lawful arrests, they may have missed, making their communities safer!

Course Description: Traditional investigative techniques and tools do not work as well as they used to. Locked devices stop most forensic tools from working. Court orders and subpoenas are no longer valid tools for criminal investigations. Companies are not storing text message content. At the same time the amount of information available on a mobile device has increased. This class will explore the methods of exploring a suspect’s cellular phone, phone company records, and third party data sources to assist investigations involving narcotics trafficking, homicide, sex crimes, gang related crimes, identify theft, and other types of criminal activity. This class will increase Law Enforcement Officers’ awareness and appreciation of the evidence and intelligence located on a mobile device and provides students with the tools and training to prepare search warrants to legally obtain that evidence. Each student will receive templates for search warrants for cellular phones, call detail records and other information, as well as contact information for cellular service providers. This course Incorporates relevant local geographic area narcotics, gang, law, crime and local influences.

Topics include:

  • Updated search warrant requirements and language

  • Obtaining information from social media, communications, and gaming applications

  • GPS location records for Android and Apple devices

  • How to deal with slow responses from cellular, social media, and online provider

  • Bypass procedures for locked/password protected phones

  • Where and how to recover deleted data from smart phones

  • Locating stolen cell phones and investigating fencing operations

  • Determining a suspect’s new number when he dropped his old phone number

Required: An unmarked law enforcement vehicle. 

Course Description: Successful traditional unmarked vehicle surveillance is often overlooked in Law Enforcement and new Detectives/Officers responsible for vehicle surveillance are often faced with “thinking outside of the box” and adapting to changing situations with little or no guidance in these operations. This course is designed to give attendees the tools and techniques to be successful in their vehicle surveillance and incorporate working with their own units or groups. Topics covered in the classroom portion of the course will be:

Vehicle, equipment, and Detective needs for successful vehicle surveillance.

  • What is the overall goal and purpose of each vehicle surveillance operation?

  • Commonly used terminology and radio traffic during vehicle surveillance.

  • Ways to make your unmarked law enforcement vehicle not stand out.

  • Mobile Vehicle Surveillance Techniques.

  • Static Vehicle Surveillance Techniques.

This first half of this course will be a classroom presentation setting with the second half of the day being actual in field vehicle surveillance scenarios. Attendees will be broken into groups within their agency or specialized unit to work closer together in the practical field scenarios.

The course curriculum emphasizes the development of the student’s analytical skills, the use of computerized tools and systems, and covers a broad range of academic subjects critical to providing mission-oriented intelligence. The course is designed to provide the student with the skill, knowledge, and ability needed to assemble and present critical analytical assessments and products to investigators, prosecutors, and other agencies. Analysts will learn how to develop and use intelligence at the specialized investigative unit level to provide valued assistance in planning and directing investigative strategies. This training course addresses many of the recognized national training standards and provides the foundation for developing and enhancing analytical capabilities.

Course Description: This course provides classroom presentations and scenario-based training in the detection and interception of narcotics. The course will outline comprehensive investigative techniques to identify behavior and conduct of the drug violator in various concealment and transportation settings. Topics include hotels/motels; airports; commercial buses; parcel/package businesses; passenger and commercial vehicles; consensual encounters; border inspections; desert smugglers; train stations; the role of the narcotic K9; current concealment trends; intelligence leads; targeting, seizure data, and related legal issues. The course will be instructed by a team of experts in drug interdiction investigations and prosecution.

Tucson Amtrak Shooting Incident

Course Description: This presentation will debrief the shooting incident that occurred on the Amtrak train during an interdiction operation on October 4, 2021, in Tucson, Arizona. Given by the interdiction team's sergeant, and the Tucson Police patrol sergeant, both of whom were involved that day. The presentation will also take you through the post shooting investigation into the two suspects involved and discuss some of the lessons learned.

MCTC - Video Surveillance for Drug & Border Investigations

Prerequisite: This course is restricted to US military law enforcement personnel along with other local, state, and federal civilian law enforcement employees to include criminal analysts, and corrections officers. 

Course Description: This 3-day course teaches the techniques and skills needed to shoot Surveillance Video with camcorders and other video equipment. Students will be exposed to state-of-the-art covert video surveillance systems and will be offered the opportunity to use them in realistic hands-on scenarios. The course will focus on both long-range camcorder surveillance and covert systems. It will include how to plan a successful video surveillance and the situational awareness necessary for safe operations. This class begins with camcorder basics and is appropriate for those with little or no experience as well as participants with years of video experience. This course combines classroom instruction with numerous hands-on practical, realistic exercises. The instructor reviews each participant’s video after each exercise.

A night session will teach participants how to use night scopes in conjunction with video cameras to observe drug dealing at night under low light and no light conditions. Please note that Day 2 of this course typically runs 1:00 PM to 10:00 PM to accommodate night surveillance exercises.

Covert audio transmitters are an important part of drug work. Participants will learn how to link the audio from those transmitters to their camcorders. Participants will practice using professional microphones with camcorders in order to record confessions, eyewitness accounts, and victim statements.

-The power of video as a source of evidence

-Introduction to camcorders, covert cameras, pole cameras, and digital video formats

-The elements of video continuity

-How to document surveillance for domestic and foreign terrorism, narcotics trafficking, auto theft operations, murder-for-hire investigations, and monitoring registered sex offenders

-Automatic and manual focus

-Optical and digital zoom

-Safely shooting surveillance video and other forms of uncontrolled action

-Daylight exterior practical exercises

-Low-light exterior practical exercises with night vision and IR illumination devices

-Recording quality audio from covert body receivers and other audio sources

-Using interchangeable (35mm format) video lenses with compatible video cameras

-Safely using and recording with covert video systems

-Using video evidence during pre-operational briefings

Uniformed Drug Interdiction

Prerequisite: Students must be full-time, commissioned peace officers or Criminal Analysts working for a law enforcement agency.

Course Description: This course is centered around officers who wear a uniform and act in an enforcement role. Based upon simple and effective methods, students will be given step by step instructions on how to read and understand the deception in vehicle registration that drug cartels use to transport large amounts of narcotics in an urban setting. This course will also include instruction on The Patron Saints of Narco Traffickers, vehicle stops, knock, and talks, stash house indicators, case law and consensual contacts. The training students will receive in this class is not being taught anywhere else in the country. From the traffic stop to the stash house, basic simple methods that are effective in combating drug smuggling.
